And the Girls Aloud star looks likely to be joined on the panel by former American Idol judge and pop star Paula Abdul.
US website Deadline quotes Simon as saying that he has decided on Chezza and Paula to join himself and record exec LA Reid on the show.
The website also quotes an "insider" as confirming that Cheryl is a "shoo-in" for the job and that contract talks just need to be finalised.
And Simon was quoted as claiming that Fox always wanted Cheryl for the role, despite scepticism and hostility from many in the US.
He apparently said: "Mike Darnell and Peter Rice will tell you they wanted her all the time, I showed a tape to Mike Darnell two years ago of a clip I'd shot in England of Cheryl and he said there and then, 'I'd hire her now for Idol.'
"They absolutely fell in love with her. In a way, the deal, it was almost conditional on Cheryl having the gig. They were desperate for her."
Simon was also quoted as denying that anybody else had turned the job down, saying that Diddy was too expensive, Cee Lo and J-Lo were never offered a job and Gloria Estefan just turned up at a Miami audition and somehow got herself in the frame with the press.
